The method annotated with @OnTimer may have parameters according to the same logic
as DoFn.ProcessElement, but limited to the BoundedWindow, State subclasses,
and Timer. State and timer parameters must be annotated with their DoFn.StateId and
DoFn.TimerId respectively.
