PCollectionList<T> is an immutable list of homogeneously typed
 PCollection<T>s. A PCollectionList is used, for instance, as
 the input to Flatten or the output of Partition.
 PCollectionLists can be created and accessed like follows:

 PCollection<String> pc3 = ...;
